§ 7-1. Improvements.

  • Approval of the Final Plat shall be subject to the installation of the improvements and utilities hereinafter designated and satisfactorily completed in accordance with the City of Atmore Standard Specifications For Design and Construction of Roadway and Drainage Improvements and the Atmore Utilities Board Standard Specifications for Water Distribution, Sanitary Sewer Collection and Natural Gas Distribution, or the posting of a surety bond with sufficient surety to secure the City for the actual construction and installation of such improvements and utilities.

    7-1-1 Roadway typical section. All streets within the jurisdiction of these regulations shall be constructed according to the City of Atmore Standard Specifications for Roadway Design and Construction. For areas outside the City limits, the more stringent requirements of either the County Engineer or the Atmore Subdivision Regulations shall govern. All water, sewer or other underground utilities shall be installed before the applicant shall base and surface or cause to be based and surfaced all pertinent streets according to these regulations.

    7-1-2 Drainage. Surface drainage shall be constructed in accordance with City of Atmore Standard Specifications for Design and Construction of Drainage Improvements. Drainage facilities shall be underground with type "S" inlets along the curb. Inlets shall be placed at intervals that allow for only one-half of a roadway lane to be covered by water during a design storm. The spacing of inlets and pipe sizes shall be determined by drainage calculations, but spacing between inlets shall not exceed 400 feet for pipes 24 inches or smaller. Storm drainage facilities along streets shall be based on a ten year storm frequency. Off-road drainage ditches which convey storm water from the specific development and/or upstream drainage, shall be designed for a 25 year storm frequency. When the velocity of the storm water in these ditches exceeds five feet per second, the drainage ditch shall be paved with concrete. Concrete ditches with a bottom width of four feet or less shall be four inches thick. Wider ditches shall require thicker concrete liners. All concrete ditches will include six gauge wire mesh, or better. For areas outside the City limits, the more stringent requirements of either the County Engineer or the Atmore Subdivision Regulations shall apply.

    7-1-3 Water system. The water distribution system shall be designed and constructed in accordance with the standard specifications of the Atmore Utilities Board. General requirements are that house services will be extended at least five feet beyond the curb and gutter. Water lines shall be looped wherever practical. Fire hydrants will be spaced so that no structure will be farther than 500 feet from a fire hydrant. Generally, the minimum size water main will be six inches in diameter. All construction materials shall conform to the requirements of the Atmore Utilities Board. Proof of pressure tests on the constructed water lines, showing that leakage does not exceed 25 U.S. gallons per 24 hours per mile of pipe per inch nominal diameter (evaluated on a pressure basis of 150 psi, shall be provided before City and/or Utilities Board acceptance of the improvements.

    If the Health Department does not require connection to a public water system, the individual water well for each lot shall be located and constructed in accordance with Health Department requirements.

    7-1-4 Sanitary sewers. Sanitary sewers shall be installed in each subdivision. The sanitary sewer system shall be designed and constructed in accordance with the standard specifications of the Atmore Utilities Board. General requirements are that manholes shall be placed at every break in alignment, with maximum spacings of 400 feet. The minimum size main shall be eight inches in diameter and all house laterals shall be six inches in diameter. All construction materials shall conform to the requirements of the Atmore Utilities Board. In the event a pump station is required, the Atmore Utilities Board may wish to participate in the cost if in its judgment, large areas of land not in the subdivision may be served by the pump station. A representative of the Utilities Board shall witness "flashing" and "air testing" of the sewer lines before City and/or Utilities Board acceptance of the lines. The permissible leakage into the sewer from infiltration shall not exceed 100 gallons per mile of sewer per inch of inside diameter of the sewer per 24 hours in any section.

    Individual disposal systems shall be used in instances where public sanitary sewers will not be available, providing approval is received from the County Health Department. All new or replacement sanitary sewer systems together with attendant facilities, proposed to be located within an area subject to flood, shall be designed and constructed to minimize or eliminate flood damage.

    7-1-5 Other utilities. The applicant is encouraged to place all utilities underground. All utility facilities existing and proposed throughout the subdivision shall be shown on the Preliminary Plat. Easements centered on rear and/or side lot lines shall be provided for utilities (private and public); such easements shall be at least ten feet wide. Proper coordination shall be established between the applicant and the applicable utility companies for the establishment of utility easements. All new or replacement gas distribution systems, together with attendant facilities, proposed to be located within an area subject to flood, shall be designed and constructed to minimize or eliminate flood damage.

    7-1-6 Street signs. The subdivider shall have paid $25.00 to the City Clerk for each street sign within a subdivision prior to final approval. In lieu of this, the subdivider may himself erect street signs of the type and quality presently in use in the City of Atmore. One street sign is required for each intersection.

    7-1-7 Widening and realignment of existing roads. Where a subdivision borders an existing road with a right-of-way less than that specified in the regulations, the applicant shall be required to dedicate such additional areas for widening or realignment of such roads. Existing substandard roads shall be dedicated by the applicant to the full width as required by the subdivision regulations.

    7-1-8 Oversized facilities. The City Council and Utilities Board may participate in the cost of oversized improvements within a subdivision, if in its judgment, such oversized improvements are necessary to serve large areas of land not in the subdivision, and if the cost of such oversized improvements is an unreasonable burden on the applicant.

    7-1-9 Drainage easements. Where a subdivision is traversed by a watercourse, drainageway, channel, or stream, there shall be provided a storm water easement or drainage right-of-way conforming substantially to the lines of such watercourse, and of such width and construction or both as will be adequate for the purpose as determined by the City Engineer. It is desirable that the drainage be piped wherever feasible.

    Where topography or other conditions are such as to make impractical the inclusion of drainage facilities within road rights-of-way, perpetual unobstructed easements of sufficient width for such drainage facilities shall be provided across property outside the road lines and with satisfactory access to the road. Easements shall be carried from the road to a natural watercourse or to other drainage facilities.

    When a proposed drainage system will carry water across private land outside the subdivision, appropriate drainage rights must be secured by the applicant and submitted with the plat.

    (3)

    The applicant shall provide, either by dedication to the City or by drainage or conservation easement, land on both sides of existing watercourses, to a distance to be determined by the City Engineer.

    (4)

    Low-lying lands along watercourses subject to flooding or overflowing during storm periods, whether or not included in areas for dedication, shall be preserved and related in their natural state as drainageways.
